In principle, yes, they are fine to mix all together, there is nothing there that is going to do you much harm.
It depends on what you are looking to achieve from your blend, of course but it looks like you may have a bit of “overkill” in your blending.
Perhaps if I break the groups down it would help you?
The aloe vera gel is a lovely soothing base, so perhaps use it as something like a face pack or maybe to treat burns or sun burn?
For a facial oil, I would put together your vitamin E oil and the wheatgerm as carriers.
Then choose your skin type, if it is greasy then lavender is great as it controls sebum production. Ylang ylang balances hormones so if it is greasy, great, also good for combination skin.
Cypress is good in a facial if you work in an office because it can neutralise the effects of positive ions, if for example you use the computer a lot.
Geranium and sandalwood are absolutely gorgeous if you have drier skin, and again would blend beautifully with the ylang ylang.
For relaxation in a body massage use jojoba, almond and gingko (especially for aches and pains) mix in your lavnder, clary sage and your sandalwood.
I have to admit I have never used green tea absolute, maybe you could let me know its properties if you come across them
